Desalination and Water Purification Research Program Pitch to Pilot FY 24
The United States Department of the Interior (Department), Bureau of Reclamation’s (Reclamation) Desalination and Water Purification Research Program (DWPR) works with Reclamation researchers and partners to develop innovative, cost-effective, and technologically efficient ways to desalinate and treat water. DWPR funding plays a critical role in iterating an idea from the lab to a real-world demonstration, yielding products that serve the water treatment community and attract commercialization interest. Reclamation is interested in research where the benefits are widespread but where private-sector entities are not able to make the full investment and assume all the risks. Reclamation is also interested in research that has a national significance—where the issues are of large-scale concern and the benefits accrue to a large sector of the public. The goal of the DWPR program is to address the need to reduce the costs, energy requirements, and environmental impacts of treating impaired and unusable water. The program also aligns with Executive Order 14008, “Tackling the Climate Crisis at Home and Abroad,” by investing in development and application of advanced water treatment technologies that expand access to otherwise unusable water resources, thereby increasing water supply flexibility under the risks of long-term climate change and shorter-term drought.

Solar Technologies’ Rapid Integration and Validation for Energy Systems (STRIVES)
The Solar Technologies’ Rapid Integration and Validation for Energy Systems (STRIVES) funding opportunity will provide up to $31 million for research, development, and demonstration projects to improve power systems simulation software tools and demonstrate new business models for distribution systems operations to integrate and optimize the value of inverter-based resources (IBRs) and distributed energy resources including solar generation, wind generation, energy storage, and other technologies such as buildings and electric vehicles.
Topic Area 1: Robust Experimentation and Advanced Learning for Distribution System Operators Projects in this topic area will design and perform field demonstrations of distribution system operator models that consider technology development and the roles of non-traditional stakeholders in potential distribution electricity services and markets. Topic Area 2: Improved Simulation Tools for Large-Scale IBR Transient and Dynamic Studies Projects in this topic area will develop and demonstrate software tools and methodologies to improve the ability of power systems engineers to accurately and efficiently model the dynamics of power systems with large amounts of geographically dispersed IBRs.

Qualifying Advanced Energy Project Credit (48C) Program
The Qualifying Advanced Energy Project Credit (48C) was established by the American Recovery and Reinvestment Act of 2009 and renewed and expanded under the Inflation Reduction Act of 2022 (IRA). The 48C credit is a tax credit for investments in advanced energy projects, as defined in 26 USC § 48C(c)(1). The IRA provided $10 billion in funding for the expanded 48C(e) Qualifying Advanced Energy Project Credit Allocation Program (48C(e) program). To receive the full value of a 48C credit, projects must meet prevailing wage and registered apprenticeship standards. DOE 48C Portal opens for concept paper submission on May 22, 2024. Concept paper submission, due on June 21, is the first required step in the application process.

Low-Income Communities Bonus Credit Program
DOE’s Office of Energy Justice and Equity administers the Low-Income Communities Bonus Credit Program in partnership with the U.S. Department of the Treasury and the IRS. The program prioritizes:
- Increased adoption of and access to renewable energy facilities in underserved and environmental justice communities.
- Encouraging new market participants.
- Providing substantial benefits to underserved communities and individuals who have been historically marginalized from economic opportunities and overburdened by environmental impacts.
The bonus credit provides a 10 or 20 percentage point increase to the investment tax credit for qualified solar and wind energy facilities with a maximum net output of less than five megawatts (AC). DOE will review applications and make recommendations to the IRS, which will allocate to up to 1.8 gigawatts (GW) of eligible solar and wind capacity per year.

Frontier Climate – Track 2: Offtake

These are legally binding contracts to buy future tons of carbon removal at an agreed price if and when delivered. This purchase track will make up the bulk of Frontier’s spend. You might be a good fit if:
- The tech has been validated at the bench or preferably small pilot scale.
- Your MRV protocol addresses all key pathway uncertainties and establishes a plan to further reduce uncertainties.
- A high-fidelity TEA based on a pre-FEED design or similar is presented.
- You can deliver meaningful volume (10k tons or more) within the next 5 years.

Transmission Facilitation Program – Public-Private Partnerships Connecting Microgrids in AK, HI, and Territories
DOE announced a Request for Proposals (RFP) for up to $200 million for transmission projects to connect remote and isolated microgrids to existing infrastructure corridors in Alaska, Hawaii, and the territories of the United States. One of three unique funding mechanisms within the TFP, the public-private partnerships developed through this RFP will be designed to address the unique electric grid configurations and challenges faced by residents in these remote and often isolated communities. Strategic interconnection of existing microgrids to each other and to a larger operating transmission system will enhance grid reliability and resilience and expand access to clean, diverse, and more affordable energy in these areas.

Voucher Opportunity 8: Long Duration Energy Storage (LDES) Community Development (Providers)
Are you a community interested in demonstrating or deploying long duration energy storage (LDES) technology, or do you provide energy services to communities? This voucher opportunity seeks to provide communities who wish to benefit from the decarbonization, resilience, affordability, and workforce benefits of energy storage and are interested in innovative, first-time long-duration energy storage (LDES) deployments. These communities will receive services such as siting/permitting support, storage project road mapping, regional modeling, energy use analysis, technical feasibility studies, technology solution decision-making, or community engagement. While there are no restrictions on eligible communities, supporting disadvantaged communities (DACs) is an important goal of this opportunity. Providers may include national labs, consulting firms, or nonprofits.
Vouchers will be distributed as in-kind support, meaning that ENERGYWERX will directly reimburse the voucher provider for the work they have completed on behalf of the voucher recipients. The value of each voucher will depend on the services defined in the Providers’ capability statements, with estimated values of support services per recipient ranging from $50k to $150k.

This voucher opportunity seeks to provide LDES technology companies, including developers, vendors and manufacturers, with services such as market assessment support, business plan formulation, technical modeling or analysis, testing, performance validation, and commercialization strategy support. This support will come from providers, such as national labs, consulting firms, nonprofits, or technology testing centers, to advance non-hydrogen, electricity-in/electricity-out LDES technologies.

2024 Renew America’s Schools Prize to Cooperative Agreement
The 2024 Renew America’s Schools Prize implements a prize-to-cooperative-agreement funding model to streamline the application process, expedite the award process, and provide winners earlier and more targeted support. Like the 2022 Renew America’s Schools grant, the 2024 Renew America’s Schools Prize will fund energy-efficient and clean energy infrastructure improvements at school districts across America. The 2024 Renew America’s Schools Prize consists of three phases. During Phase 1, competitors will build teams and curate lists of at least 10 schools and school facilities that demonstrate compelling need and eligibility for investment. Phase 1 winners will earn a cash prize of $300,000 and move on to Phases 2 and 3, during which they will enter into and execute Cooperative Agreements with DOE.

Renewable Energy Siting through Technical Engagement and Planning (R-STEP) – Round 2
Through this R-STEP Opportunity, The Office of Energy Efficiency and Renewable Energy (EERE) is requesting applications from state-based collaboratives aiming to increase state and local capacity for large-scale renewable energy planning and siting. R-STEP will also serve as a platform for Collaboratives to share learnings and best practices with other stakeholders. A single application should be submitted by a team of organizations interested in working together to form a collaborative. DOE highly encourages state energy offices (or equivalent state agencies) and university extension offices to lead or participate in applications but recognizes that the organizations best suited to perform these activities will vary from state to state. Applicants are encouraged to team with other organizations including, but not limited to: Tribal governments, universities, non-governmental organizations, and community-based organizations. DOE also recommends that teams include organizations familiar with the needs of local communities in the state. They should have experience providing educational or technical assistance services to local communities and have technical expertise on renewable energy siting topics (e.g., environmental impacts, tax policies, land use, zoning ordinance development).

Hydroelectric Production Incentive Program 2024
The Hydroelectric Production Incentive Program was authorized by Congress through Section 242 of the Energy Policy Act of 2005. The program, led by the U.S Department of Energy (DOE), provides incentive payments to qualified hydroelectric facilities for electricity generated and sold. In November 2021, Congress also directed $125 million for the program through the Bipartisan Infrastructure Law. Incentive payments shall be calculated as follows: the amount of eligible kWhs
produced by the hydroelectric generation facility is multiplied by the statutory incentive rate of $0.018/kWh, which is adjusted as required by 42 U.S.C. § 15881(e)(2).
