WaterSMART: Title XVI Congressionally Authorized Water Reclamation and Reuse Projects for Fiscal Years 2023 and 2024
The objective of this Notice of Funding Opportunity (NOFO) is to invite sponsors of congressionally authorized water reclamation and reuse projects to request cost-shared funding for the planning, design, and/or construction of those projects. This NOFO will be used to allocate existing program funding and available fiscal year (FY) 2023 enacted appropriations. FY 2023 appropriations include $60 million for the Title XVI Program, a portion of which is being allocated through this NOFO.

WaterSMART: Title XVI WIIN Act Water Reclamation and Reuse Projects for Fiscal Years 2023 and 2024
The objective of this NOFO is to invite sponsors of eligible water reuse projects to request cost-shared funding for planning, design, and/or construction of those projects. To be eligible for funding under this NOFO, the project must have a completed Title XVI feasibility study submitted to Reclamation for review by November 7, 2023, for applications submitted under the first submittal period and by August 30, 2024, for applications submitted under the second submittal period.

2023 Clean School Bus Rebates
With funding from the Bipartisan Infrastructure Law, EPA’s Clean School Bus (CSB) Program provides $5 billion over five years (FY 2022-2026) to replace existing school buses with zero-emission and low-emission models. In Fall 2023, EPA opened the 2023 CSB Rebates program; EPA expects to award at least $500 million in funding under the 2023 rebate program.

The DOE Communities LEAP (Local Energy Action Program) aims to facilitate sustained community-wide economic and environmental benefits primarily through DOE’s clean energy deployment work. Advancing U.S. Thin-Film Solar Photovoltaics
The Advancing U.S. Thin-Film Solar Photovoltaics FOA will focus on accelerating the capabilities of two thin-film photovoltaic (PV) technologies: metal-halide perovskite PV and cadmium telluride (CdTe) PV technologies. It will fund innovative industrial research and development (R&D) projects that will enable future commercialization of hybrid tandem perovskite PV, defined as a perovskite PV in combination with another technology such as silicon or CdTe. It will also fund industrial research, development, and demonstration (RD&D) projects across the materials, equipment, installation, and performance monitoring sectors to improve the competitiveness of the domestic CdTe PV industry.

Community Power Accelerator Round 2 (Phase 1)
The American-Made Community Power Accelerator Prize is a $10 million prize competition designed to fast-track the efforts of new, emerging, and expanding solar developers and co-developers to learn, participate, and grow their operations to support multiple successful community solar projects. Round 2 of this three-phase prize aims to increase the number of equitable community solar projects by providing funding and resources for developers and co-developers throughout the project pre-development process. By the end of the prize, competitors will be ready to engage with the Community Power Accelerator online platform, which provides a place for competitors to shop their credit-ready projects around to verified project developers, investors, and philanthropic organizations.

Domestic Manufacturing Conversion Grants
This FOA supports the administration goals laid out above by accelerating the
growth of domestic production capability of electric vehicles and components to
meet anticipated increased demand for clean energy technologies as the
economy transitions to net-zero emissions. The program will also aim to:
• Retain and/or return good-quality, high-paying jobs in facilities that
have long served ICE vehicle manufacturing.
• Retain, strengthen, and expand collective bargaining agreements in
automotive facilities.
• Support a just transition for workers and communities in the
transition to electrified transportation, with particular attention to
communities supporting facilities with longer histories in automotive
manufacturing.
• Expand United States electric vehicle and component manufacturing
to meet the goal of having at least 50 percent of all new passenger
cars and light trucks sold in 2030 be zero-emission vehicles, including
battery electric, plug-in hybrid electric, or fuel cell electric vehicles.
• Strengthen domestic supply chains for electrified vehicles as well as
related components and materials.

Transmission Siting and Economic Development Grants Program
This program aims to ensure the timely siting and construction of new or upgraded interstate or offshore electric transmission facilities while providing economic benefits to impacted communities. In order to accelerate and strengthen siting and permitting activities carried out by state, local, and Tribal siting and permitting authorities, this program will support efforts to standardize and streamline siting and permitting processes, coordinate across jurisdictions, and carry out robust public engagement, among other things. In order to provide economic benefits to communities impacted by the construction and operation of interstate or offshore transmission lines, including economically disadvantaged communities and environmental justice communities, this program will provide funds to siting authorities or other types of state, local, or Tribal governmental entities to support a wide range of projects that provide benefits targeted to the needs of impacted communities.

ENERGYWERX Voucher Opportunity 3 – Clean Energy Demonstration Project Siting/Permitting Support (OCED/EERE)
States, local governments, tribes, and other Authority Having Jurisdictions (AHJs) interested in learning about and facilitating clean energy demonstration project siting and permitting processes should take advantage of this voucher opportunity. This opportunity is designed to help AHJs streamline siting and permitting processes to advance commercialization and demonstration of innovative clean energy technologies.
The DOE Voucher Program builds bridges between U.S. entrepreneurs, businesses, technology developers or other relevant partners and third-party voucher providers to advance commercialization of innovative energy technologies. Voucher Opportunity (VO-3) enables expert assistance to help AHJs understand new clean energy technology benefits and challenges, evaluate siting and permitting best practices developed by similar jurisdictions, develop streamlined permitting processes, and support community engagement on related issues. The first submission window (Sept 26) solicits proposals from potential voucher providers. A second submission window (Nov 7) will be open soon to solicit requests from potential voucher recipients.
