Bipartisan Infrastructure Law (BIL) FAA Contract Tower (FCT)

The purpose of the FCT competitive grant program is to make annual grants available to eligible airports for airport-owned airport traffic control tower (ATCT) projects that address the aging infrastructure of the nation’s airports. The FAA will consider ATCT projects that sustain, construct, repair, improve, rehabilitate, modernize, replace, or relocate non-approach control towers; or acquire and install air traffic control, communications, and related equipment to be used in those towers; or construct a remote tower certified by the FAA including acquisition and installation of air traffic control, communications, or related equipment.

Environmental System Science (ESS)

The BER ESS program goal is to advance an integrated, robust, and scale-aware predictive understanding of terrestrial systems and their interdependent microbial, biogeochemical, ecological, hydrological, and physical processes. To support this goal, the program uses a systems approach to develop an integrative framework to elucidate the complex processes and controls on the structure, function, feedbacks, and dynamics of terrestrial systems, that span from molecular to global scales and extend from the bedrock through the soil, rhizosphere, and vegetation to the atmosphere. The ESS program scope advances foundational process knowledge with an emphasis on understudied ecosystems. Supported research emphasizes ecological and hydro-biogeochemical linkages among system components and characterization of processes across interfaces (e.g., terrestrial-aquatic, coastal, urban) to address key knowledge gaps and uncertainties across a range of spatial and temporal scales. Incorporation of scientific findings into process and system models is an important aspect of the ESS strategy, both to improve predictive understanding as well as to enable the identification of new research questions and directions.

Green and Resilient Retrofit Program (GRRP) Leading Edge

The GRRP Leading Edge cohort provides funding to owners with ambitious plans involving carbon reduction, renewable energy generation, use of building materials with lower embodied carbon, and resilience goals through achieving an advanced green certification. Development teams must be able to leverage other financing sources without extensive technical assistance from HUD. GRRP will provide up to $10 million per property or $60k per unit for construction and transaction costs associated with achieving the qualifying green certification. Owners are responsible for the balance of rehab costs.

Green and Resilient Retrofit Program (GRRP) Elements

The GRRP Elements cohort provides gap funding to properties in the midst of a recapitalization transaction that includes utility efficiency, renewable energy, carbon emission reduction, and/or climate resilience measures. Elements funds can be used to add or preserve specific green or resilient items in the property’s scope of work. GRRP will provide up to $750k per property or $40k per unit for construction and transaction costs to incorporate the selected Elements investments into the recapitalization. Owners are responsible for the balance of costs.

Atmospheric System Research (ASR)

The DOE SC program in Biological and Environmental Research (BER) hereby announces its interest in receiving applications for Atmospheric System Research (ASR) within BER’s Earth and Environmental Systems Sciences Division (EESSD). ASR supports research on key cloud, aerosol, precipitation, and radiative transfer processes that affect the Earth’s radiative balance and hydrological cycle, especially processes that limit the predictive ability of regional and global models. This FOA solicits research grant applications for observational, data analysis, and/or modeling studies that use observations supported by BER, including the Atmospheric
Radiation Measurement (ARM) user facility, to improve understanding and model representation of: 1) Aerosol processes at ARM sites; 2) Convective cloud processes; 3) Aerosol and cloud processes from ARM’s Eastern Pacific Cloud Aerosol Precipitation Experiment (EPCAPE); and 4) Mixed-phase cloud and ice cloud processes.

Climate Program Office FY24 NIDIS Tribal Drought Resilience with Inflation Reduction Act Support

This Notice of Funding Opportunity will support the implementation of activities that address current and future drought risk on tribal lands across the West in the context of a changing climate. Installation Noise Reduction and Reliable Moorings for Offshore Wind and Marine Energy

Innovative Technology Experiences for Students and Teachers Resource Center

The program is an applied research and development program that seeks to actualize a diverse future STEM (science, technology, engineering, and mathematics) and ICT (information and communication technologies) workforce that is prepared to meet pressing local, societal, and global challenges. Because STEM and ICT careers increasingly rely on technologies and computing, the ITEST program funds projects that engage youth, from pre-kindergarten through high school, and pre-K-12 educators in equitable, innovative technology learning and education experiences within and across STEM disciplines in formal or informal settings.

This solicitation calls for a Resource Center for the ITEST program. The Resource Center will support diverse, multi-sector stakeholders in actualizing the three pillars of ITEST: (1) strategies for equity in STEM education, (2) partnerships for career and workforce preparation, and (3) innovative use of technologies in teaching and learning. It is expected that this Resource Center will facilitate individual and collective dialogue, reflection, and action relative to these pillars, while supporting stakeholders in the conceptualization, actualization, and communication of ITEST projects.

FY2024 NMFS-Sea Grant Fellowship in Population and Ecosystem Dynamics and Marine Resource Economics

This notice announces that applications may be submitted for the 2024 NMFS-Sea Grant Fellowship in Population and Ecosystem Dynamics and Marine Resource Economics. When an interested student is applying, be sure to specify your project’s focus area in your title page: either Population and Ecosystem Dynamics (PED), or Marine Resource Economics (MRE).

Fellows will work on thesis questions of public interest and relevance to the National Marine Fisheries Service (NMFS) under the guidance of NMFS mentors at participating NMFS Science Centers or Offices. The NMFS-Sea Grant Fellowship in Population and Ecosystem Dynamics and Marine Resource Economics meets NOAA’s healthy oceans goal of “marine fisheries, habitats, biodiversity sustained with healthy and productive ecosystems.

Food and Agriculture Service Learning Program

The purpose of the Food and Agriculture Service Learning Program is to increase the knowledge of agricultural science and improve the nutritional health of children. The program’s goal is to increase the capacity for food, garden, and nutrition education within host organizations or entities, such as school cafeterias and classrooms, while fostering higher levels of community engagement between farms and school systems by bringing together stakeholders from distinct parts of the food system. The initiative is part of a broader effort to not only increase access to school meals for low-income children, but also to dramatically improve their quality.

BIA-2024-Tribal Energy Development Capacity (TEDC)

The Tribal Energy Development Capacity (TEDC) grant program seeks to develop the Tribal management, organizational and technical capacity needed to maximize the economic impact of energy resource development on Federally recognized tribal land. TEDC grants equip Federally recognized tribal entities to regulate and manage their energy resources through development of organizational and business structures and legal and regulatory infrastructure. Examples of projects TEDC grants may fund include establishment of Tribal business charters under Federal, state, or Tribal law with a focus on energy resource development; adoption and/or implementation of a secured transactions code; feasibility studies on forming a Tribal utility authority; feasibility studies on emergency response during heat and cold waves; and development of Tribal energy regulations.
